The Importance of Internal Deliberation

Starting a war is one of the most important decisions a nation can make. But most countries (even democracies) all give this power to its chief executive - the president and the prime minister, and only few people have called for the declaration of war to be given to parliament, and in fact there is no such power in the parliament. To demonstrate the political deliberation characterized by the pursuit of reasonable argumentation, the decision to start a war is similar that it is not an ideal choice.


However, when President Bush announced that the United States will soon take military action against Saddam Hussein, he and his think tanks are aware of it is not only necessary to prove to the American people the legitimacy of this decision, but also to justify the world. From October 2002, the executive branch first proposed the argument to the United States Congress and then to the United Nations again. Bush and his colleagues have repeatedly stressed the need to launch a defensive role against Iraq is very important. They pointed out that Saddam is a threat to the United States because he already has, or will have weapons of mass destruction, and support those terrorists who may attack the United States again. He's also brutal to his own people, and threatens the stability of the entire Middle East.


The reaction of the United States Congress and the United Nations to this incident is that, Saddam Hussein, on the one hand, is considered a terrible tyrant, but on the other hand they cannot agree with that this threat should be lifted first by using military operations, but only non-military action would be effective in the case. As the debate went further, no one doubts that in case if Saddam Husse no longer rules Iraq, the security of the world will be better. However, many people are imminent for Saddam Hussein is still skeptical about supporting terrorism or whether he is ready to attack the United States.


Although this debate was conducted in an unfriendly atmosphere, it possesses the basic outline of internal deliberation, and some achievements have been made. Both parties show that they all recognize that they have an obligation to prove their opinions to their citizens, which it does not matter whether its motives are political or sectarian. What important is that they respond to such an obligation by their actions.
